With the state of California dealing with droughts and potable water shortages, the Culver City Department of Public Works decided to be proactive in reducing its water usage, commencing a Water Efficient Fixture Project as part of its Water Conservation Plan. The project specified the installation of 231 Sloan products, including Sloan’s UPPERCUT® Dual-flush Flushometers as well as its WES-1000 Waterfree Urinals at 24 city properties.
Getting a Handle on the Drought
The city’s plan to tackle excessive water use began with upgrading its restroom infrastructure. Sloan’s WES-111 UPPERCUT Dual-flush Flushometers were a game-changer for this effort, providing the flexibility to use just the right amount of water for each flush type:

With 206 UPPERCUT fixtures in operation and handling approximately 4,000 flushes per month, the city stands to save over 20 million gallons of water annually—a significant achievement that benefits both the community and the environment.
Maximum Efficiency
Another milestone in the project was the adoption of waterless urinals in city facilities. The city replaced 25 existing 1.0 gpf urinals with Sloan’s WES-1000 Waterfree Urinals – as well as ST-2459 Wall-hung Water Closets – in locations known for heavy usage, including parks, the Veterans Memorial Complex, and various recreational venues. These areas, bustling with weekend visitors, demanded durable, efficient solutions to keep up with high traffic flows.
Minimizing Workload
Culver City placed a heavy emphasis on ease of maintenance and hygiene—longtime challenges for public restrooms. Sloan’s fixtures were designed with durability and efficiency in mind, ensuring they could withstand heavy daily use while minimizing the workload for maintenance teams.
Among the noteworthy features is Sloan’s proprietary SloanTec® Hydrophobic Glaze applied to the water closets and urinals. This advanced coating repels water and oil, inhibiting the growth of germs and bacteria. As a result, fixtures remain cleaner for longer periods, allowing staff to focus on other critical maintenance needs.
